I'm guessing it's going to be console plug and play, but what's the point?

Taito were selling these new a month or so ago for 380,000 yen. Afaik it's back up to 480k again. If hori charged 300k I could see the reasoning.

Nope, it's a regular cab just wired for PCBs.
